Technical Advisor Scientific Writing (TASW)

Through funding from US -CDC, IHVN is implementing the Strengthening Global Health Security Agenda in Nigeria Project (SECURE-Nigeria). This project provides technical support to Government of Nigeria agencies including NCDC and NPHCDA to strengthen surveillance activities as part of IHR 2005. Under this cooperative agreement through various component funding, SECURE –Nigeria is implementing several surveillance project including i) Establishing Sentinel surveillance for Acute Febrile illness (AFI) ii) Strengthening surveillance systems for adverse event  following COVID-19 immunization (AEFI)  iii) SARS-CoV 2 Serological Surveillance using remnant samples  iv) Strengthening routine Integrated Disease Surveillance and Response (IDSR) reporting and data management v) Capacity building for Epidemiology and Data analysis vi) Infection prevention and Control (IPC) Practices etc. other IHR related support.

Position Overview

The Technical Advisor Scientific Writing (TASW) will provide cross-cutting technical support for research accruing from IHVN SECURE-Nigeria project data. The research focus comprises of baseline assessments, implementation processes and the results of implementation. Hence the TASW will lead manuscript development for identified task within SECURE-Nigeria project. A target of 4 manuscript is expected to be completed by the end of September 2023. Specifically, he/she will lead the process of manuscripts development, as well as management of feedback comments from co-authors and editorial reviewers, until final online publication of articles.

Key Responsibilities

  • Conceptualize research topics and develop draft manuscript(s) within the IPC, AEFI and AFI project.
  • Liaise with the respective IHVN project leads and data analysts, towards development of methods and result sections of proposed manuscript(s), respectively.
  • Management of feedback comments on draft manuscript(s), from co-authors and editorial reviewers, towards development of finalized submission-ready manuscript.
  • Initiation of manuscript submission to reputable peer-review journal, with back-and-forth follow-up until timely online publication
  • Provide timely and adequate technical support on implementation research, to designated SECURE-Nigeria projects.
  • Attend relevant technical meetings and keep unit colleagues updated on research activities and deliverables.
  • Liaise with and provide technical assistance to project leads on project development and implementation, towards improvement in quality of data available for manuscript writing and research publications.
  • Provide monthly, quarterly, and annual reports on research activities and accomplishment.

Minimum Essential Requirements:

  • Advanced Clinical degree (MD, MBBS, BMChB, BPh, DM, RN or equivalent degree) with at least 7years’ experience in scientific writing
  • An advanced degree in epidemiology, public health or related background is needed.
  • A thorough understanding of IDSR guideline, relevant infectious disease epidemiology and public health issues.
  • Strong scientific background with a track record of publications with at least 3 as first author

State Clinical Mentor

Introduction

The National AIDS, Sexually Transmitted Infections Control and Hepatitis Programme (NASCP) is a Department of Public Health division in the Federal Ministry of Health (FMOH). Its mandate is to coordinate the formulation and effective implementation of the Nigerian government policies, guidelines, and standard operating procedures to prevent new HIV infections and improve the existing treatment, care, and support for those already infected and affected by the virus. In collaboration with the USG, NASCP is implementing the first phase of National Clinical Mentoring in the HIV programme in 19 Nigerian States for improved HIV service delivery.
The Institute of Human Virology, Nigeria, (IHVN) in collaboration with SASCP is seeking to recruit qualified persons in Nasarawa and Katsina States to fill the following critical positions necessary for programme implementation in the state as indicated below.

ii: Description and objectives

Under the supervision of the Director of Public Health, the State clinical mentor will provide mentorship to healthcare workers in assigned facilities. S/He is expected to build the capacity of frontline Healthcare workers to provide quality HIV clinical services as part of a comprehensive package of care in both public and private facilities and communities. The candidate must be domiciled in the state and be conversant with the terrain.

iii. Responsibilities

  • Provide on-site clinical training to healthcare workers on HIV treatment according to the national guidelines, including adult and pediatric ART and treating tuberculosis and other opportunistic diseases.
  • Provide training through clinical consultation, assisting local healthcare workers in identifying key bottlenecks affecting patients’ access to antiretroviral therapy (ART) and helping them with direct patient care as needed.
  • Provide continuous medical education (CME), which may include didactic training sessions to health professionals, as needed. All training will be in accordance with the national guidelines.
  • Provide health worker capacity-building sessions using various methodologies (including project ECHO, and low bandwidth video conferencing).
  • Assist as requested with facilitating sessions on the weekly ECHO videoconferencing sessions with health workers from various sites in the states.
  • Develop standard operating procedures for HIV clinical care at the health facility in collaboration with the Ministry of Health and other stakeholders. This may include troubleshooting problems with the patient flow, tracking defaulters, or clarifying referral pathways by developing appropriate algorithms.
  • Submit a monthly report on training and technical assistance activities, as well as findings and recommendations for strengthening services in the health facility and compliance with the national treatment guidelines.

  1. Must possess a degree in Medical Sciences (MBBS or equivalent).
  2. Postgraduate qualification/Masters level training in Public Health, Family Medicine, Internal Medicine, Pediatrics, or Obstetrics will be an advantage.
  3. Must be registered with the Medical and Dental Council of Nigeria and have evidence of current practicing license.

ii.  Experience

  • At least 3-5 years’ experience with clinical HIV and AIDS care, including the provision of antiretroviral therapy (ART)
  • Must have at least two years’ experience with program planning, assessment, and implementation of HIV clinical care program.
  • Experience in the provision of HIV clinical training
  • Previous experience in HIV-related operational research is an advantage.
  • Good knowledge of current trends and normative guidance (national and international) in HIV clinical care and service delivery
  • Experience in coordinating multi-disciplinary HIV clinical teams for effective service delivery.

Program Assistant (Laboratory)

The TB-LON 3 Project is a USAID-funded Award that is a revolutionary program working with communities, facilities and relevant State and National structures to improve access to TB case finding, diagnosis, treatment and notification in Lagos, Ogun, Osun and Oyo States; as well as increase domestic financing for TB and strengthen surveillance and integrated reporting.

The TB-LON 3 Project is implemented by a consortium with Institute of Human Virology Nigeria as the Prime Recipient, Society for Family Health as the Sub-Recipient and other Implementing Entities.

ii: Description and objectives

Under the supervision of the COP, HOD (Lab), DTP, SPO PCT and SLA, the Program Assistant will provide technical guidance to facility and community implementers to ensure the provision of quality TB laboratory services in each of the four states in close collaboration with the National and State TB Programs.

iii. Responsibilities

  • Accountable for the performance of the laboratory activities in the TB-LON 3 project state
  • Provides, develops, oversees, and coordinates innovative strategies, required to strengthen, and improve the efficiency of the TB laboratory networks in the State.
  • Conduct capacity building and on-site mentorship for facility staff on mycobacteriology laboratory work on TB diagnostics including laboratory data management.
  • Strengthen diagnostic networks including supporting elements, such as specimen transport, biosafety, supervision and mentorship.
  •  Ensure optimal GeneXpert, TrueNat, TB LAMP, Microscopy, and other diagnostic laboratory performance (equipment efficiency and maintenance, optimal EQA performance, no service interruptions, adequate stock level, timely lab testing, timely results dispatch, timely and complete reporting etc.)
  • Work closely with the relevant stakeholders to ensure samples are moved from facility and community levels to the testing laboratories promptly with prompt results retrieval.
  • Collate and review facility reports (site visits, monthly/quarterly narrative, data, mentoring and supervision, etc.)
  • Ensure timely submission of laboratory deliverables and reports.
  • Flag and report TB laboratory challenges and follow-up the execution of prompt interventions
  • Maintain effective communication with the IHVN Headquarters Laboratory department.

Position Overview 

The incumbent will liaise between IRCE Research Administration unit, and IHVN Grants & Finance department to ensure proper budget management, expenditure tracking & financial reporting of IRCE research projects & IRCE account. This position is responsible for working with the IHVN Finance and Grants department, to support post-award finance management activities in research administration.  

Key Responsibilities 

  • Prepare monthly financial expenditure reports for IRCE projects and IRCE central account. 
  • Liaise with IHVN Grants & Finance department to monitor & reconcile monthly general ledger reports; identify accounting discrepancies and make adjustments. 
  • Prepare and collate Monthly Spend plan and Burn-rate analysis. 
  • Monitor expenditures, account balances, and receivables and perform financial projections. 
  • Ensure proper budget management of all IRCE projects budgets. 
  • Liaise with IHVN grants and finance department, to ensure consistent tracking and documentation of all IRCE projects and IRCE central account expenditure. 
  • Conduct level of effort management vis-a –vis relevant IRCE project budgets 
  • Conduct regular payroll update, reviews and management to ensure consistency with current project activities.

iii. Responsibilities

  • Develop/adapt the technical content of CTB/DRTB service delivery, encompassing the continuum of clinical and community TB care as well as capacity building tools, guidelines, SOPs and other policy documents.
  • Provide technical support, including capacity building to State TB Program Staff and existing Project staff in improving MDR/XDR-TB case detection and management
  • Coordinate and monitor the progress of programmatic Management of Drug-resistant TB including but not limited to active case finding, contact management, TB/HIV, TB infection control, patient support, TB logistics management, treatment response monitoring and monthly program reviews through MDR-TB Concilium of expert review.

  • Coordinate with the NTBLCP, STBLCPs and other stakeholders to determine all capacity building needs for CTB/DRTB and identify suitable opportunities to deploy appropriate resources to meet these needs.
  • Work in close collaboration with the FMOH, SMOH, NTBLCP, STBLCP, USAID and other stakeholders on the identification of technical assistance required to achieve the expected outcomes for CTB/DRTB for the TB-LON 3 Project as a whole and for specific State targets as well.
  • Provide mentoring and supervision to the CTB/DRTB activities of the TB-LON 3 State Teams.
  • Prepare, update, analyze and interpret the CTB/DRTB care cascade and performance data on a daily, weekly, monthly basis, and as required; troubleshoot solutions for improving the quality of care and achievement of project targets and objectives for CTB/DRTB.
  • Keep the Project Leadership informed of progress, constraints, and other issues on regular basis, and assist with the identification of appropriate responses
