INVITATION TO BID FOR THE SUPPLY OF LABORATORY ITEMS.

BID TITLE:           SUPPLY OF LABORATORY ITEMS         

  1. Introduction

The Institute of Human Virology, Nigeria (IHVN) is a leading local non-governmental organization implementing HIV/AIDS, Tuberculosis, Malaria, Research and non-communicable disease projects in Nigeria through the development of infrastructure for treatment, care, prevention, and support for people living with and those affected by these diseases.

  • Background        

The Institute of Human Virology, Nigeria (IHVN) was established in 2004 as a local organization to address the HIV/AIDS crisis in Nigeria through the development of infrastructure for treatment, care, prevention, and support for people living with and that affected by HIV/AIDS but has now expanded its services to other infectious diseases of TB and malaria, including cancers.  IHVN is structured to develop and maintain linkages with local and international organizations in collaborative ways that support the Government of Nigeria’s health sector strategic plans. IHVN key technical and funding partners are the Centers for Disease Control and Prevention (CDC) and the Global Fund to Fight AIDS, Tuberculosis and Malaria.

  • Scope of Bid

Bidders are invited to submit a Bid for the goods and/or services specified above: Schedule of Requirements, in accordance with this bid.

  • Invitations to Bidding

IHVN is soliciting for interests from reputable bidders and organizations with relevant experience in carrying out services listed on our ITB during the project implementation period.

To be eligible to participate in the bidding process, interested organization are required to provide the following information:

  • Bids must be properly sealed;
  • Availability of a Company profile;
  • All Bidders must include copies of tax clearance certificates for the past three years i.e. 2018, 2019, 2020 & 2021 if readily available;
  • Availability of audited financial statements for the last 3 years i.e. 2018, 2019, 2020 & 2021 if readily available;
  • All bidders must provide evidence of at least two similar Jobs made in the past for IHVN or any other organizations;
  • All bidders must provide proof of registration with the Corporate Affairs Commission (CAC);
  • Bank Reference Letter;
  • All bidders must indicate their bid validity period. The bid validity period will be 90 days, starting from the date of deadline for submission of the bids.
  • Submission Requirements
  • All bids must be in ink or type written; submission in pencil will not be accepted;
  • Copies of the complete hard copies of technical and financial bids are to be submitted and marked separately in sealed envelopes must be sent via courier or hand delivered, in a sealed envelope or parcel to the following address: INSTITUTE OF HUMAN VIROLOGY, NIGERIA     IHVN Campus, 6th Floor, Cadastral Zone COO Plot 62, after BAZE University, Off CITEC Road, Abuja-NIGERIA. Attn: Procurement Unit;
  • Apart from hard copies, all quotations must also be submitted in Excel Format (Tables) and Word format (proposals) on a separate flash drives. Any quotation without soft copies (for technical and financial proposals) will not be evaluated. The flash drive should be passworded and the password shall be contained in the sealed financial bid envelope;
  • All quotations are inclusive of all associated cost for deliveries (loading and offloading, payment of levies etc);
  • Financial evaluation will be based on least cost selection;
  • Bidders must indicate their bids in the bid register before dropping it in our bid box;
  • All bidders must tender to the detail specification as these are sensitive commodities;
  • The corrected price is what will be considered as the bid price;
  • As time is of the essence, delivery of goods shall be within 6 to 8 weeks from the date of receipt of L.P.O by contractor.
  • Bidders must attach a copy of the products catalogue of the bided items or get a sample ready for verification at the time of bid evaluation;
  • Bid must be in Company’s Letter head, duly signed and stamped by an authorized company representative;
  • All enquiries regarding the proposed application for the above should be addressed to the Deputy Director Procurement/HOD SCM of IHV-Nigeria;
  • All Bids are to be submitted in the bid box at our head office on or before 07/07/2022 @10:00 am.

Notice:

  • Bids which must reach us within thirty (30) working days from the date of this publication should have the title of the BID written on the “Top Left Hand Corner” of the envelope.
  • We can only achieve our aims of long term success if you provide an outstanding service and quality products. To this end, IHVN shall reserve the right to terminate any contract midway or after delivery of services/goods either for non-performance or non-compliance with specification, delivery time and any other terms of the contract.

  • The Procurement Team at IHVN will respond in writing (via email only) to any request for clarification of the BID that it receives by the deadline indicated above. A consolidated document of IHVN’s response to all questions (including an explanation of the query but without identifying the source of enquiry) will be sent to all prospective bidders who have acknowledged the BID.

There shall be no individual presentation by or meeting with bidders until after the closing date. From the date of issue of this bid to the final selection, contact with IHVN officials concerning the bidding process shall not be permitted, other than through the submission of queries and/or through a possible presentation or meeting called for by IHVN, in accordance with the terms of this bid.

Program Manager/Coordinator

The Institute of Human Virology Nigeria is one of seven African research hubs for the new National Institutes of Health (NIH) five-year program, Harnessing Data Science for Health Discovery and Innovation in Africa (DS-I Africa). In addition to the seven research hubs, the NIH DS-I Africa initiative also awarded five research training grants, four ethics program awards, and an open data science platform and coordinating center awards. The investigators of all 17 awards will all work together within the DS-I Africa consortium to promote the use of data science for innovation and discovery in Africa.

Building on existing data, researchers of the IHVN research hub for INFORM Africa will establish data streams from public and private sectors to understand the multilayer interactions that may explain the dynamics and impact of the COVID- 19 pandemic, through three proposed research projects and two cores:  the Data Management and Analysis Core to support management and analysis of both pre-existing data and new data produced through the Hub, and an Administrative Core.  By utilizing large datasets on HIV and SARS-CoV-2 from Nigeria and South Africa, two of Africa’s largest and most affected countries, INFORM Africa will be able to provide novel insights on the epidemiology of both viruses as well as their impact on each other, to create a core capability for governments across Africa to better respond to both these concurrent epidemics as well as future epidemics.

Job purpose

The Program Manager/Coordinator will work under the direction of the overall INFORM Africa Principal Investigator (PI) and in close collaboration with the INFORM Africa multiPIs (MPI) and key personnel to provide high level scientific coordination and administrative management to meet the INFORM Africa objectives. Duties include those described below:

Duties and responsibilities

The duties of the program manager/coordinator working under the direction of the INFORM Africa PI include, but are not limited to the following:

  1. Scientific Administration
    1. Prepare materials for, and liaise with INFORM Africa multi-PIs and key personnel for Institutional Review Boards ethical approvals.
    2. Work closely with INFORM Africa multi-PIs and key personnel to ensure that adequate progress is made on milestones for each of the projects and cores.
    3. Work closely with INFORM Africa multi-PIs and key personnel to ensure that scientific reports from the projects and the cores are prepared, collated, reviewed and submitted on time to NIH following sign off by the PI.
    4. Prepare research materials and coordinate activities of INFORM Africa sub committees and subsequent research proposals.
    5. Attend working groups meetings, conferences, and meetings of INFORM Africa research hub or the DS-I Africa consortium as assigned by the PI.
  2. General Administration
    1. Coordinate and conduct the dissemination and local implementation of research terms of reference and procedures to INFORM Africa research hub.
    2. Schedule regular videoconference/Zoom calls or meetings for the INFORM Africa steering committee, subcommittees, the scientific advisory board, the community advisory board, the investigative team and develop minutes, action items with timelines.
    3. Follow up on action items identified to ensure timeliness of activities.
    4. Develop and maintain a filing system for INFORM Africa documents & maintain contact lists.
    5. Act as the point of contact for internal and external partners.
    6. Maintain and monitor project plans and project schedules.
  1. Travel Logistics
    1. Coordinate itineraries, flight and ground transport, and other travel support services.
    2. Work with IHVN and partner travel logistics to ensure that travel requests, accommodations, and remunerations are submitted on time and within budget.
  1. Budget Management and Reports
    1. Work with IHVN grants and contracts and finance department to ensure research grant expenditures are per sponsor and organization regulations, policies, and procedures.
    2. Work with grants and contracts and finance department to prepare financial reports, maintain correspondence with INFORM Africa stakeholders via emails, memos & letters.
    3. Prepare meeting retirements as needed.
  1. Communications
    1. Communicate activity schedules and information to the INFORM Africa team and other collaborators where relevant.
    2. Work with the communication team to post activities of INFORM Africa, and promote the visibility of events.

Experience and Skills

  • Strong research training and applied research experience.
  • Literature search and systematic review skills.
  • Organizational skills, ability to absorb new tasks as they arise and are assigned.
  • An analytical mindset with problem-solving skills
  • Mature interpersonal and communication skills.
  • Nigeria and/or other African country-related work experience.
  • The candidate should have:
    – Good understanding of GIS analysis will be an advantage.
    – Experience coordinating NIH funded research projects
    – Experience in coordinating multi-country research projects.

Educational qualifications

A research-oriented individual with an interest in science and good at health project management and research administration with:

  • A PhD, MD/MPH or MPH with significant experience in research program management, especially multi-site research consortia.

Working conditions

  • Location: The coordinator will be based at the IHVN in Abuja, Nigeria, the prime for INFORM Africa research hub.
  • Duration of Engagement is for 5 years, contingent upon availability of grant funding.

Reporting

Job Summary/Overview

The Supply Chain Management (SCM) department of IHVN is charged with the responsibility of executing procurement of goods and services, coordinates all supply chain-related activities within the institute, and by extension, oversees the operation of Third-Party Logistic Companies (3PL).

The department procures, warehouses, and delivers health commodities, strengthens national supply chain systems, and provides standard logistics support to ensure an uninterrupted supply of health products.

IHVN has the sole responsibility of coordinating and providing oversight to these vendors, which requires a full-time staff to perform the role of planning, coordinating, and monitoring logistics operations such as warehousing, inventory management, distribution, and freight management among other tasks.

Job Description

  • Assist in the management and monitoring of Third Party Logistic Companies’ performance.
  • Interface with clearing agents and freight forwarders to ensure timely clearing of shipments.
  • Assist in coordinating the activities of the warehouse inspection committee
  • Carry out routine and ad hoc warehouse visits to monitor and promote proper storage practices and conditions of commodities
  • Support accurate inventory management and related record keeping.
  • Contribute towards the development of logistics plans and ensure compliance with wider logistics policies and standards.
  • Collect and analyze logistics data i.e. inventory, distribution, consumption data and report on selected performance indicators to recommend actions to the supervisor to improve the performance of the 3PL operations.
  • Assist in reviewing the 3PL monthly stock status reports and advice as appropriate
  • Daily logistics progress, monitoring, supervision, and internal cost control
  • Application for logistics documents and certificates i.e. IDEC and NAFDAC permits
  • Follow up on the distribution of both health and non-health commodities;

Summary/Overview:

To support in mobilizing civil society coordinating, monitoring and supervising the project community activities in the States in addition to working closely with CSO partners and other stakeholders in the TB program implementation. The position also works closely with the State team to document best practices and lessons learned on the project.

Job Responsibilities:

  • Coordinate with the Implementation Stakeholders Forum
  • Provide technical assistance to Implementing entities, Community Volunteers, Community Based Organizations and Implementing entities on TB screening, presumptive identification, diagnostic evaluation, linkage to treatment, notification, Contact investigation and tracking of loss to follow up.
  • Collaborate with the State, LGAs and other implementing partners in the community on TB LON 3 project including CSOs in the implementation, monitoring and evaluation of project deliverables.
  • Oversee community activities and provide technical support to Community Volunteers implementing house to house, Contact investigation and community outreaches.
  • Provide technical assistance to screening officers, Linkage coordinators and contact tracing liaison officers on TB screening, Presumptive identification and further evaluation for diagnosis
  • Support high-quality data recording and reporting with Spot checking of TB documentation tools.
  • Provide support to CLOs to ensure maximum yield from contact tracing activities
  • Check and maintain the process of intensified TB case finding and treatment at sites.
  • Collate and review data from TB Screening officers and Linkage coordinators under their purview
  • Routine visits to supported facilities to assist in ensuring a smooth TB screening process at the clinic when necessary.
  • Support OPD/DOTS referral linkage coordination, ensuring seamless integration between both clinics in terms of referrals to ensure no patient loss (100% linkage rate to DOTS).
  • Collate weekly site cascade reports and routinely verify reports generated against source documents and
  • Report challenges to supervising officer where necessary

  • Support strategy planning and execution for communication plans and programs, major organizational campaigns and initiatives related to media relations, crisis communication, organizational communication, community relations, social media and executive communication.
  • Work with key internal role-players to brainstorm content ideas, in line with the company’s strategy and in support of various brand initiatives.
